UAE Work Permit: Teachers Barred from Coaching Students from their own Schools

In the UAE, teachers are now prohibited from offering private tuition to students from their own schools, according to a disclosed "code of conduct" outlining seven rules for educators.

The document, part of the process to obtain a private tuition work permit, explicitly states the prohibition on providing services directly to students affiliated with their own schools. It emphasizes the necessity of disclosing any potential conflict of interest.

The Ministry of Human Resources and Emiratisation legalized private tuition in December, introducing a permit for educators to offer lessons outside regular school hours. The inclusion of this particular rule in the code of conduct was the result of concerns from educators regarding the potential conflict of interest and its impact on objectivity or fairness, particularly in evaluative situations.

The code of conduct, a crucial part of the permit application, outlines various guidelines for teachers, emphasizing professionalism and discouraging inappropriate activities, such as sending emails or images to students. It also prohibits physical contact with students and highlights the importance of maintaining the confidentiality of information related to students and parents.

In addition to these rules, the document mandates that students should not be subjected to verbal or physical violence, and tutors should avoid engaging in topics containing abnormal or extremist concepts that are inconsistent with the state's national identity.

The private tuition permit is issued free of charge and is available to registered teachers, unemployed individuals, school students aged 15 to 18, and university pupils. The permit aims to regulate private tuition and deter illegal practices by imposing fines and penalties on those offering private lessons without authorization.

Eligible individuals can apply for the permit through the Ministry of Human Resources and Emiratisation's website or app. The application requirements vary, with documents such as a valid UAE residency (passport or Emirates ID), a signed code of conduct, a certificate of good conduct, and no-objection certificates from the employer and guardian (for students seeking to offer private tuition). Experience certificates may also be required for certain applicants.
